The lockpick mod does not have an ESP file, it's just one file that needs to be installed in Fallout4\Data\interface. So the INI-File changes should be enough to get it working. Are none of your other mods working?

I was having a similar problem with my Nexus 4. With wifi and the GPS on, it was able to locate me on a map quickly and accurately. Without wifi however, it was consistently inaccurate by a few blocks. This made navigation impossible. I tried resetting A-GPS data using the GPS Status App, but that didn't fix the problem. Objects between the router and your Nexus 6 may decrease the signal strength. Connecting to a Wi-Fi network may also improve battery life.
